The way in which the rates are set can seem complex and certainly merits further attention.
First of all, it’s important to know that Hydro-Québec has four divisions, including Hydro-Québec Distribution, which provides Quebecers with a reliable supply of electricity.
Based on the electricity rates, Hydro-Québec Distribution is able to cover the expenses required to offer electricity to all our customers in Quebec.
Our expenses can be divided into four major categories:
• electricity purchases;
• electricity transmission;
• distribution system operation and maintenance;
• customer services.
Only a small proportion (approximately 10%) of Hydro-Québec’s profits come from electricity rates. Most of the company’s profits come from the activities carried out by Hydro-Québec Production, which is the division in charge of exports. There is no connection between the company’s annual profits and the rate application filed with the Régie de l’énergie.
